RUMAWIP (Residensi Wilayah): Skim Utama Wilayah Persekutuan

RUMAWIP (Residensi Wilayah) is a special affordable housing scheme for residents and workers of Kuala Lumpur, Putrajaya and Labuan Federal Territory, managed through the Kuala Lumpur City Hall (DBKL) and the Federal Territory Department (JWP). Unit prices are capped at around RM300,000, much lower than the average property prices in Kuala Lumpur city centre.

Eligibility Criteria

  • Malaysian citizen aged 18 years and above.
  • Not necessarily residing in the Federal Territory — you are eligible to apply if you work in Kuala Lumpur, Putrajaya or Labuan, even if your actual place of residence is in another state. This makes RUMAWIP one of the most flexible schemes in terms of location criteria.
  • Net income (after deducting all existing financial commitments) of at least RM3,500 — spouse's income can be combined to improve eligibility if married.
  • Application limit: one application per household.

How to Apply

  1. Register/update your application via the DBKL e-Perumahan portal at eperumahan.dbkl.gov.my.
  2. Complete information on occupation/work location (not necessarily home address), gross income, and project preference.
  3. DBKL periodically opens a data update period for existing applicants, ensure you update your profile during the open period (usually announced via the official DBKL website) to prevent your application from being automatically canceled due to outdated information.

PA/PPR: Rental Options for B40 Group in KL

Other than RUMAWIP (ownership), DBKL also manages Public Housing (PA) and People's Housing Project (PPR) - low-cost rental units for the B40 group within the Federal Territory who are not yet ready/eligible to fully own a house. Monthly rent for PA/PPR is much lower compared to open market rent, and some units offer a long-term rental-to-ownership pathway. Applications and checks are also handled through the official DBKL portal.

RUMAWIP Compared to Other Schemes

The unique advantage of RUMAWIP compared to PR1MA or Rumah Selangorku is the "working in WP" requirement without needing to be a resident — suitable for workers who commute or have recently moved for work to Kuala Lumpur but are not yet able to afford property in the city at market prices. However, the RM300,000 price cap means that the choice of location/unit size is more limited compared to the broader scope of Selangor's outskirts. If you are flexible in terms of location (willing to live outside KL but work inside it), also compare with Rumah Selangorku as most of its projects are located near KL's boundaries such as Cheras, Puchong and Selayang.

Conclusion

RUMAWIP remains the most relevant option for those working in Kuala Lumpur, Putrajaya or Labuan but are pressured by open market property prices in the city. The "working" (not "residency") requirement makes it more inclusive compared to most state schemes, however ensure you always update your application profile during the period set by DBKL to avoid application cancellation.
