Other federal-level schemes such as PR1MA and SJKP, almost every state and Federal Territory in Malaysia also has its own affordable housing program, with eligibility criteria specifically tailored for local residents/employees. Here are three main examples.
RUMAWIP / Residensi MADANI — Kuala Lumpur & Putrajaya
Residensi Wilayah (RUMAWIP), now also known as Residensi MADANI in some projects, offers price-controlled apartments with price ceiling of RM300,000 specifically for first-time homebuyers who live or work in the Federal Territory (Kuala Lumpur and Putrajaya). This program targets the B40 and M40 urban groups who face challenges of high property prices in metropolitan areas.
Rumah Mampu Milik Johor (RMMJ)
For residents of Johor, Rumah Mampu Milik Johor (RMMJ) offers housing developments with controlled prices, subject to strict residency/status requirements for Johor, usually requiring applicants to be registered as permanent residents of Johor or meet a minimum period of residing/working in the state.
Skim Perumahan Mampu Milik Pulau Pinang
Penang also has its own state housing scheme with pricing and eligibility structures tailored according to the income limits of the island's residents, considering that property costs in Penang are among the higher than the national average.
Common Feature: Strict Residency Requirements
The main difference between state-level schemes compared to federal schemes (such as PR1MA) is the residency/status requirements, which are stricter for most state schemes. Most state schemes require applicants to be registered residents or legally employed in the relevant state/region for a minimum period. Always check the specific state requirements before applying, as they vary and may change from time to time.
