Many rural households in Malaysia own inherited or family land but lack the funds to build a decent home on it. The Rumah Mesra Rakyat (RMR) programme, administered by Syarikat Perumahan Negara Berhad (SPNB), is specifically designed for this group.

How It Works

Unlike most other housing schemes that sell completed units, RMR builds houses on the applicant's own land. SPNB bears the bulk of construction costs as a substantial subsidy, and applicants only need to pay very low monthly instalments, estimated at around RM300 per month, to cover the unsubsidised balance.

Who Is Eligible?

  • Low-income households, especially in rural areas
  • Own land (with full ownership or inherited land with resolved ownership status) suitable for residential construction
  • Do not own another habitable house

Land status is a critical factor;  the land must be free from ownership disputes and suitably zoned for residential construction. For inherited land that has not yet been legally divided amongst heirs, this process must be completed before the RMR application can be processed.

If Your Land Is Still Inherited Property

If the land you wish to use remains undivided inherited property, first estimate the lawful division according to faraid principles using our Property Faraid Calculator, so that the transfer of ownership/division process can be settled earlier before applying for RMR.

How to Apply

RMR applications are made directly through SPNB or the relevant district office/local authority, with supporting documents such as land title and household income proof. As quotas and area priorities vary by state, it is recommended to contact the nearest SPNB office directly for the latest application information.
