The People's Housing Programme (PPR), also known as the People's Residence Programme (PRR), is one of the longest-running and most extensive government housing programmes in Malaysia, specifically designed for low-income households (B40) who need safe and affordable housing.

Two Categories of PPR

PPR is divided into two different structures, depending on the applicant's needs:

  • PPR Ownership — units are sold at highly subsidised prices: RM35,000 on the Malaysian Peninsula and RM42,000 in Sabah/Sarawak. Open to households with monthly incomes of below RM3,000.
  • PPR Rental — units can be rented as low as RM124 per month, a suitable option for households who are not yet ready or eligible to own a home, but require immediate housing at very low cost.

Who is Eligible?

The main eligibility criteria for PPR focuses on B40 households with strict monthly income limits (below RM3,000 for the Ownership category). Applicants must be Malaysian citizens and not own any other property in their name. Applications are made through the Local Authority (PBT) or the Ministry of Housing and Local Government (KPKT) in their respective areas, as unit quotas are allocated according to state/district.

Differences from Other Schemes

Unlike PR1MA or Selangor Homes which also involve the M40 group, PPR specifically targets the B40 group with lower income limits and much more subsidised unit prices, making it the most suitable option for households with the most severe financial constraints.

Plan the Transition to Ownership

If you are currently a PPR tenant and planning to transition to home ownership in the future, start your planning early by checking the Savings Goal Calculator for the down payment, and the DSR Calculator to understand the realistic loan limits based on your current income. Gig workers or self-employed individuals can also check their eligibility through the Madani SJKP Calculator.
